The 3i Diagnostic Tool: Appraising the future readiness of public administrations
The 3i Diagnostic Tool is a global and adaptable tool that provides actionable insights to strengthen public institutions across three key dimensions or transformation enablers: Inclusion, Integrity and Innovation.
Inclusion
Measures extent to which the institution reflects the diversity of the society it serves, ensures equal access to opportunity within the organization, and delivers public services in a way that is responsive to the needs of all - especially marginalized groups.
Integrity
Measures the institution's internal mechanisms and culture around accountability, transparency, and ethical conduct. It includes systems for managing conflicts of interest, providing grievance redress, and maintaining public trust.
Innovation
Measures the institution's openness to new ideas, use of digital and data tools, modalities of service design and delivery, and its capacity to experiment, adapt, and co-create solutions with stakeholders.
