UNDP recognizes that a well-functioning and agile public sector is fundamental to delivering essential services—such as education, health care, social protection, and to manage public goods such as water, biodiversity, air quality, internet and Digital Public Goods in an inclusive and sustainable manner. However, today’s public institutions operate in an increasingly volatile, uncertain, complex, and ambiguous (VUCA) world, facing growing challenges that demand innovative solutions. To navigate these challenges, countries must transform public institutions, build new capabilities to address complex issues, strengthen governance and data systems to anticipate emerging risks, and design strategies that integrate technology and AI. Additionally, behavioral science can be leveraged to enhance citizen engagement, while partnerships with the private sector can drive innovation and mobilize financing for public services.


Supporting countries in addressing these challenges is a key priority for UNDP. Since the adoption of the High Impact Initiative (FutureGov), the Governance for Public Goods and Services (GPGS) oversees the programmatic development and coordination of FutureGov.


Working alongside partners at the global and regional levels, GPGS draws on the expertise of UNDP Global teams, Regional Hubs and Country Offices to advance policy discussions on public sector institutions. GPGS helps integrate technology, AI and behavioral science to enhance service delivery, ensure a people-centric approach, facilitate knowledge-sharing and support technical collaboration across countries and with partners such as research institutes, global and regional network of experts, civil society organizations, private sector, development partners and international financial institutions.


GPGS is currently working with UNDP country offices across all five regions towards:

  • Ensuring legal identity for better access to services and rights;
  • Enhancing transparency and integrity in the public sector;
  • Fostering more agile, innovative, and digitalized institutions;
  • Strengthening preparedness and core government functions to respond to crisis and shocks;
  • Improving access and quality of public goods and services across all settings.
