Promoting Women’s Presence and Leadership in Public Institutions: Insights from a Project in Bhutan, Lao PDR, Mauritius and Senegal

This study examines the outcomes of the UN DESA project “Building Capacities for Promoting Women’s Presence and Leadership within Public Institutions at National and Local Levels” implemented between 2022 and 2024 in Bhutan, Lao PDR, Mauritius, and Senegal. Aligned with SDG 5 and SDG 16, the project supported governments in conducting national reviews and developing action plans to address gender imbalances in public administration. The report analyzes the strategies adopted to strengthen women’s participation and leadership in the civil service, including temporary special measures, recruitment and promotion reforms, and targeted capacity development initiatives. Drawing on country experiences, it highlights progress achieved, remaining challenges, and lessons learned, and offers recommendations to guide future efforts to advance gender equality and inclusive governance in public institutions.
